Joaquín “El Chapo” Guzmán Loera sent his eleventh letter to the Federal Court for the Eastern District of New York requesting that his case be reviewed and asking to be transferred back to Mexico.
The new letter, dated May 26, was filed under the legal status of “Pro Se,” a mechanism through which a person represents himself before the Court. In the document, Guzmán Loera once again identifies himself by the nickname “El Chapo,” the same name he used to sign his previous filings.
The letter is addressed to Judge Brian Cogan, who presided over the criminal proceedings against him. In this new handwritten document, the former leader of the Sinaloa Cartel requests a release related to his extradition and argues that, in his view, he meets the criteria to seek a new trial under U.S. federal policy.

“Hello to the district judge, my name is Joaquín El Chapo Guzmán, the rights and the statute status for an appeal and a release from extradition back to my country. Since 2017 I have been incarcerated and I have seen the standards and criteria of federal policy. The limitation on my extradition release is my foreign policy, in the federal courts when being heard in the U.S. Judicially, to the judge who accepts this letter, I am requesting a response to Florence - 9-3123, 5880 Hwy South, P.O. Box 8500, U.S. Federal Supermax Penitentiary, regarding the law to amend my sentence or order. The status of the statutes is violating my Bill of Rights because I am from another country; these laws have been applied to me since my first day of extradition to the U.S. Thanks to the Brooklyn judiciary for responding to me and filing my letter with the courts in accordance with the Constitution and inmate policy.”
Joaquín Guzmán Loera is currently being held at the ADX Florence federal supermax prison in Colorado, where he is serving a life sentence.
