Jorge Antonio Cano Félix, son-in-law of licensed Sinaloa Governor Rubén Rocha Moya, is a man with a taste for travel and speed.

The husband of Eneyda Rocha, president of Sinaloa’s DIF agency, currently serves as Deputy Director of Technology and Communications at Pemex, although that position does not appear in his financial disclosure statement.

According to Declaranet, the public database for government officials’ financial disclosures, his last registered job was as Director of New Business, Marketing, and Advertising at Mexico’s National Lottery.

According to his financial disclosure, Cano Félix earns 585,000 pesos per month: 115,000 from his salary at the National Lottery; 200,000 from business activities at Maja Sportswear, a sportswear company founded by Sinaloan businessman Jorge de Nicolás; 20,000 from financial activities; and 250,000 from other income sources, for a total of 585,000 pesos every 30 days.

His disclosure details assets that reflect his passion for speed, whether on the racetrack or at sea.

He owns two trailers, a 1979 Jeep that he bought for 50,000 pesos despite similar classic vehicles selling for as much as 400,000 pesos on auto trading sites, a 1966 Mustang (also a classic model), a Harley-Davidson motorcycle, a Speed UTV off-road vehicle used in desert rally racing, and a sport fishing boat.

According to Cano, the sport boat cost 190,000 pesos — a bargain considering that in 2022, when he acquired it, a used one was priced at around 40,000 dollars, or roughly 800,000 pesos, while new models sold for as much as 1.6 million pesos. In 2022, he was not working in the public sector, but in financial services.

A similar situation surrounds the off-road vehicle, which he reported purchasing for 325,000 pesos, even though the average price started at 640,000 pesos.

A post on his Instagram account documents an accident he reportedly suffered in recent days after falling from a vehicle and fracturing several ribs.

The posts indicate the accident happened only a few days ago, after the scandal erupted over allegations that Rubén Rocha Moya worked for the “Los Chapitos” faction of the Sinaloa Cartel and that the group helped him win the 2021 election through financing, as well as pressure, threats, and even the kidnapping of representatives from the opposition coalition against Morena.

Outstanding Issues

During Enrique Peña Nieto’s administration, Rocha Moya’s son-in-law worked at ISSSTE, then headed by former Chihuahua Governor José Reyes Baeza. According to Mexico’s Federal Superior Audit Office, Cano Félix became subject to liability proceedings for causing damage to the federal treasury after failing to oversee compliance with a data infrastructure services contract.

“In his capacity as Deputy Director of Information Technology at the Institute for Social Security and Services for State Workers (ISSSTE), he failed to oversee compliance with the obligations contained in Contract No. AD-CS-DA-SRMS-286/2014 entered into between SIXSIGMA NETWORKS MÉXICO, S.A. de C.V. and ISSSTE on November 4, 2014 (…) through which payment requests were processed that authorized and resulted in excess payments for seven courses requested by PENSIONISSSTE for August 2015.”

The audit concluded that the amounts charged for the services did not match the prices quoted in the on-demand services proposal or the conditions established in the contract. The payments, made with 2015 federal budget resources, allegedly caused an estimated loss to the treasury of 417,498 pesos.

During Rocha Moya’s gubernatorial campaign, Jorge Antonio Cano lost his temper and challenged Mario Zamora Gastélum — then a PRI senator and Rocha Moya’s opponent in the election — to a fistfight through his social media account.
